This happened if credentials from which inteGREAT4TFS server is installed does not have Admin rights; That is why service logs does not create.
To verify; user can confirm this by steps below:
login from those same credentials.
Try to create TEXT file in wwwroot folder(where SW4TFS log files are generated)
If user is unable to do so ; It means RIGHTS are missing.
Just Assign rights and service logs would be start creating.
