Hi AnyWall,
MR4DevOps Stakeholder licenses are free and anyuser can get this license as when he access any Tab of the MR4DevOps the license window shall pop up and there he also get the option of 'continue as Stakeholder' to proceed as Stakeholder MR User to all the MR Tabs.
